reach C include benefits of channel diversions in reaches A
and a. Without these upstream diversions, benefit:cost ratios
for reach C would be further reduced.

Alternative #4
Alternative #4 is identical to Alternative #2 except
design frequency is limited to the la-year event
throughout the developed areas.

For reaches A and e, a summary of results follows.

The benefit, cost ratio is 5.04 and net benefits are
$3.0 million.

Alternative !iiI
This alternative inCludes a channel diversion to Terry Lake
and culvert improvements in reach A, a channel diversion
to the Poudre River in reach B and channel improvements
in the vicinity of Alta Vista. Improvements are
designed for the IOO-year event throughout the developed
areas. The benefit:cost ratio is 1.53 and net benefits
are $1.6 million.

Alternative #5
This plan is again similar to alternative #2. These
improvements, however, are designed for la-year flood
capacity in reach A and laO-year flood capacity in
reach B.

The benefit:cost ratio is 1.69 and net benefits are
$1.8 million.

Alternative #2
This improvement plan consists of channel improvements
through reach A, a diversion to the poudre River in
reach B and channel improvements in the vicinity of Alta
Vist<l. The design is aqain for the lOa-year flood
t!vt!nt throughout developed areas.

The benefit, cost ratio is 1.02 and net benefits are
slightly positive.

The improvement through reach C for each of the five alternatives
is an improved channel throuah the Valley Airpark industrial
area to the poudre River. For Alternatives *1, '2 and *5,
the design is for the lOO-year runoff event from local drainage
downstream of a Poudre River diversion. Alternative t4 is a
design for the la-year flood event under the same conditions
of diversion upstream. Only Alternative '3, a lOa-year
frequency design, is independent of improvements in Reaches
A and B.

Alternative "1'3
This alternative plan is a system of channel improvements
throughout the developed areas of reaches A and R Design
capacity is for the lOO-year flooa magnitude. The
benefit, cost ratio is 0.57 and, therefore, net benefits
are neg.'1tive.

The benefit:cost ratios for reach C are summarized below in
Table XIII. Net beneflt~ for th.""", improvements alone are
negative for each plan.

-37-

-36-
