Introduction <br /> <br />The purpose of this report is to furnish information on the <br />flood hazard areas that adjoin Kiowa Creek in the vicinity of Elbert, <br />Colorado. As shown on Plate 2, the study area encompasses nearly 10,900 <br />feet of the Kiowa Creek channels, extending from a point south of the <br />Colorado Highway No. 217 bridge, downstream, including both the West and <br />East forks, and the main channel. <br /> <br />The report's contents are designed to provide local government, <br />agencies, commercial interest, and concerned citizens in the Elbert area <br />with definitive data that will aid in planning the best use of flood prone <br />lands or otherwise contribute to the solution of local flooding problems.' <br />In addition, the report can be helpful in locating and designing bridges <br />and roids, establishing~critaria for floodproofing and, in some instances, <br />determining where structural protective works should be considered. <br /> <br />The report includes information on past floods and the nature <br />and extent of probable future floods which can be reasonably expected in <br />the study area. Its~ concluding section provides guidance on various <br />flood plain management techniques which could be adopted in a realistic <br />flood damage reduction program. <br /> <br />The report was prepared at the request of the office of the <br />Elbert County Land Use Administration. The assistance and cooperation <br />of various Elbert County officers, the Town of Kiowa, the Soil Conser- <br />vation Service, and numerous private citizens in supplying useful data <br />are appreciated and gratefully acknowledged. ~' <br /> <br />Mapping of the project area was performed by Scharf and Associ- <br />ates, Inc. of Denver, with survey control work being provided by Mr. <br />Delmer H. Hamilton, PE-LS, County Engineer. <br /> <br />All elevations appearing in this report are based on U. S, <br />Coast and Geodetic Survey 1929 mean sea level datum. The actual,limits <br />of flood plain areas on the ground may vary slightly from those shown on <br />Plate 2 because of map scale and accuracy limitations which do not permit <br />precise plotting of the flooded area boundaries. <br /> <br />.~t. <br /> <br />~ <br /> <br />I <br />
