I. Introduction

The purpose of this report is to furnish information on the
flood hazard areas that adjoin Kiowa Creek in the vicinity of Elbert,
Colorado. As shown on Plate 2, the study area encompasses nearly 10,900
feet of the Kiowa Creek channels, extending from a point south of the
Colorado Highway No. 217 bridge, downstream, including both the West and
East forks, and the main channel.

The report's contents are designed to provide local government,
agencies, commercial interest, and concerned citizens in the Elbert area
with definitive data that will aid in planning the best use of flood prone
lands or otherwise contribute to the solution of local flooding problems.'
In addition, the report can be helpful in locating and designing bridges
and roids, establishing~critaria for floodproofing and, in some instances,
determining where structural protective works should be considered.

The report includes information on past floods and the nature
and extent of probable future floods which can be reasonably expected in
the study area. Its~ concluding section provides guidance on various
flood plain management techniques which could be adopted in a realistic
flood damage reduction program.

The report was prepared at the request of the office of the
Elbert County Land Use Administration. The assistance and cooperation
of various Elbert County officers, the Town of Kiowa, the Soil Conser-
vation Service, and numerous private citizens in supplying useful data
are appreciated and gratefully acknowledged. ~'

Mapping of the project area was performed by Scharf and Associ-
ates, Inc. of Denver, with survey control work being provided by Mr.
Delmer H. Hamilton, PE-LS, County Engineer.

All elevations appearing in this report are based on U. S,
Coast and Geodetic Survey 1929 mean sea level datum. The actual,limits
of flood plain areas on the ground may vary slightly from those shown on
Plate 2 because of map scale and accuracy limitations which do not permit
precise plotting of the flooded area boundaries.
