"Flood <br /> <br /> <br />conscious'1 governmental policies that limit the extension of pub- <br /> <br /> <br />lic roads, utilities, and other services into flood prone areas can <br /> <br /> <br />play an important indirect role in shaping overall development. <br /> <br /> <br />Private development often follows the extension of public services. <br /> <br /> <br />By locating public facilities away from flood prone areas, a soft- <br /> <br /> <br />sell negative influence is projected which encourages the 'occupancy <br /> <br /> <br />of higher and safer ground. Other actions that can be taken by <br /> <br /> <br />local governmental units include the preseruation of floodways through <br /> <br /> <br />urban renewal; providing favorable tax adjustments to lands held for <br /> <br /> <br />open space uses; and maintaining necessary actions for the city and <br /> <br />. <br />county to remain in the National Flood Insurance Program.
