"Flood <br /> <br /> <br />conscious'1 governmental policies that limit the extension of pub- <br /> <br /> <br />lic roads, utilities, and other services into flood prone areas can <br /> <br /> <br />play an important indirect role in shaping overall development. <br /> <br /> <br />Private development often follows the extension of public services. <br /> <br /> <br />By locating public facilities away from flood prone areas, a soft- <br /> <br /> <br />sell negative influence is projected which encourages the 'occupancy <br /> <br /> <br />of higher and safer ground. Other actions that can be taken by <br /> <br /> <br />local governmental units include the preseruation of floodways through <br /> <br /> <br />urban renewal; providing favorable tax adjustments to lands held for <br /> <br /> <br />open space uses; and maintaining necessary actions for the city and <br /> <br />. <br />county to remain in the National Flood Insurance Program. In areas of <br />finance, lending institutions, both Federal and private, can influence <br />flood plain development by withholding mortgage guarantees or other <br />funding from those who contemplate projects, that will intensify known <br />flood problems. <br /> <br />I <br /> <br />I <br /> <br />I <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Further Study <br /> <br />Continuing study and review of the floodwaysand other <br /> <br /> <br />areal designations which may be defined in connection with flood <br /> <br /> <br />plain zoning are particularly important in maintaining a long range <br /> <br /> <br />land use planning program.
