Designated floodways may be reserved by es- <br /> <br /> <br />tablishing encroachment linos that clearly define the floodway zone, <br /> <br /> <br />The utilization of flood plain lands adjacent to the floodway is <br /> <br /> <br />limited only by the degree of flood risk deemed allowable (a deter- <br /> <br /> <br />mination of local government) and the requirements of the city's <br /> <br /> <br />normal zoning criteria for the area. <br /> <br /> <br />By general definition, a floodway is that section of <br /> <br /> <br />the flood plain area provided to convey a design frequency flood <br /> <br /> <br />so that remaining sections of the area can be used more economically. <br /> <br /> <br />The "design flood" often selected in connection with floodway deter- <br /> <br /> <br />minations is the loo-year frequency Intermediate Regional flood. <br /> <br /> <br />In terms of maintaining a reasonable balance between the advantages <br /> <br /> <br />of reducing potential flood losses and the disadvantages of overly <br /> <br /> <br />restricting land use, this flood's heights and areal limits are con- <br /> <br /> <br />sidered most practical for use in gaining the goals sought through <br /> <br /> <br />selective.zoning. To maximize the area available for economic devel- <br /> <br /> <br />opment, a floodway less wide than that required for the unconfined <br /> <br /> <br />flood can be designed to convey floodflows with an allowable rise <br /> <br /> <br />of not more than 1 foot above the unconfined flood's water surface <br /> <br /> <br />elevation. In such event, developments in the fringe area would <br /> <br /> <br />need to be raised on fill, or be otherwise protected by floodproofing, <br /> <br /> <br />to the design water surface elevation of the floodway. <br /> <br /> <br />Cities and counties within the State of Colorado arp <br /> <br /> <br />authorized to enact and enforce land use controls.
