The procedures follow the guidelines established for local cooperation in local flood control projects, particularly as covered in Section 205 of the Flood Control Act of 1948, as amended. FEDERAL RESPONSIBILITIES The l~ited States would design and prepare detailed plans, con- struct the flood protection works, provide a maintenance and operation manual to the local sponsor, and inspect the project annually to in- sure proper maintenance. NON-FEDERAL RESPONSIBILITIES The local proj,!,ct,sponsor, Holly Flood Control, Drainage and Ssni- tation District haa agreed to fulfill the following: a. Provide all lands, easements, rights-of-way, and spoil disposal arellS necessary for cons trllction, maintenance and opcratinn of the project. h. Bear the cost of all alterations and relocations of utili ties and any other community services that are required for con- s truction of the project. Cos t of these re locations is presently estimated at $17,000. c. Hold ,and save the United States free from damar-es 0ueto the construction of the project, except damages due to the fault or neglir,ence of the Iffiited States or its contractors. d.
