Preliminary investigations of each site revealed
that in addition to the high costs, the town of
Holly would still remain vulnerable to flooding
from the other sources

Channel improvement for the Arkansas River, Two Butte and Wild
Horse Creeks would cause severe negative environmental impacts
and Holly would still remain vulnerable to flooding.
