<br />.; <br /> <br />of local cooperation specified in Section 3 of the Flood Control Act <br />of June 22, 1936, as amended, ahall apply. The work shall be complete <br />in itself and not commit the United States to any additional improvement <br />to insure its successful operation, except as Illay result from the normal <br />procedure applying to projects authorized after submission of preliminary <br />examination and aurvey reports." <br /> <br />The detailed study and project report requested from the above- <br />mentioned request from the Holly Flood Control, Drainage and Sanitation <br />District, which is a legally constituted entity with sufficient financial <br />capability to fulfill the requirements of local cooperation. Authority <br />for preparation of Detailed Project Report was granted by the Office, <br />Chief of Engineers, on 15 November 1971. <br /> <br />SCOPE OF TIlE STUDY <br /> <br />The study addresses the flood and water related problems at Holly, <br />Colorado, associated with the wild Horse Creek, Two Butte Creek and <br />Arkansas River watersheds and the potential for solving them. All <br />reasonable alternative plans to solve the flood problems were con- <br />sidered in depth and detail commensurate with the objective of se- <br />lecting the most suitable plan and determining its feasibility, <br />considering the economic, environmental and social factors. Office <br />end field investigations included: review of existing data; develop- <br />ment of hydrologic criteria and design storms; field reconnaissance <br />and appraisal of property in the flood plains; topographic mapping and <br />foundation and construction materials tests. <br /> <br />STUDY PARTICIPANTS AND COORDINATION <br /> <br />The development of a practical plan which would satisfy the needs <br />of the community and would also stand the tests of technical and <br />economic feasibility depended upon close coordination between the <br />Corps of Engineers and the local citizens. Several site visits were <br />conducted, during which opinions and experiences of local interests <br />were obtained. Public meetings were held 21 October 1971 and 17 April <br />1975 to allow local interests and interested agencies and individuals to <br />express their views concerning the problems and needs. Routine coor- <br />dination with interested Federal, State and local agencies was effected <br />during the field level review in May 1975. <br /> <br />THE REPORT <br /> <br />Results of the study have been arranged into a main report and six <br />appendices. The main report:is a general presentation of the study <br />resul ts for the flood and water related problems and various solutions <br />thereto to the benefit of all readers, both technical.and laymen. <br />Included wi tll the main report are maps and drawings showing the general <br />location and topography of the area, the various structural alternatives <br />which were evaluated and details of the recommended plan.
