In a letter dated
August 18, 2000, Ms. Paula Lundquist, Design Engineer, Department of Highways and Transportation,
Jefferson County, requested that FEMA revise the FIRM and FIS report to show the effects of a revised
hydraulic analysis based on updated topographic information along Lena Gulch from just upstream of
Orion Street to just downstream of U.S. Highway 6 (US6). This revised hydraulic analysis affects both
the unincorporated areas of Jefferson County and the City of Golden. The Special Flood Hazard Areas
(SFHAs), the areas that would be inundated by the flood having a I-percent chance of being equaled or
exceeded in any given year (base flood), for the subject reach within the unincorporated areas of
Jefferson County are designated on the effective FIRM as Zones A2, A4, and A9, SFHAs with Base
Flood Elevations (BFEs) and flood hazard factors determined.

All data required to complete our review of this request were submitted with letters from Mr. Douglas P.
Stewart, P .E., Project Manager, and Ms. Cara Juergensen, both with Boyle Engineering Corporation, and
Ms. Lundquist.

We have completed our review of the submitted data and the flood data shown on the effective FIRM
and FIS report. We have revised the FIRM and FIS report to modify the BFEs and SFHA boundary
delineations along Lena Gulch from just upstream of Orion Street to just downstream of US6. As a
result of the modifications, the BFEs for Lena Gulch and the width of the SFHA increased in some areas
and decreased in other areas. In the reach of Lena Gulch from just downstream to 1,400 feet downstream
ofUS6, floodwater splits out from the main channel just southeast ofMt. Vernon Road and flows to the
east, then rejoins the main channel approximately 1,200 feet upstream of Orion Street within the City of
Golden. This area, Lena Gulch Overflow, which extends approximately 1,600 feet downstream ofUS6,
has been designated Zone AH, an SFHA subject to shallow base flooding with depths between I foot and
3 feet and BFEs determined. The modifications are shown on the enclosed annotated copies of FIRM
Panels 0255 B and 0260 B and Profile Panels 189P through 192P. This Letter of Map Revision (LOMR)
hereby revises the above-referenced panels of the effective FIRM dated August 5, 1986, and the affected
portions ofthe FIS report dated July 4, 1989.
