Nevertbeless, the majority of Delaware's repetitive loss prop- <br />erties are located in coastal V-Zones. The State of Delaware's Emergency Management <br />Agency (DE~I.~) and Department of 'iatural Resources and Emironmental Control <br />(DNREC) bave jointly worked with local governments to elevate and in some cases reln- <br />cate high risk bomes in coastal floodplains. <br /> <br />if <br />Using FEMA IIMGP funding from three disaster declarations and several years of FHI.~ <br />FMA Progranl funding, 15 homes have been elevated and two have been relocated. All l <br />15 homes were flooded in 1992 and 1998. Sever-a] of the properties were flooded many <br />other times. rione of the stonns in the 1990's exceeded a "4% chance flood". event. <br />I <br />The Town nf Lewes, Town of South Bethany, Fen\\ick Island, Kent County Department of <br />Planning and Delaware DNREC coach acted as sub-grantee for homes within their jurisdic- <br />tion. <br /> <br />'- <br /> <br />. The avemge cost of elevating these homes has been roughly $35,000. The homes have <br />received an avemge of $20,000 of insured flood-damages during the 1990's. <br />. Relocating two homes out of the flood hazard area has two primary benefits: residents <br />are not subject to future flooding and no further federal dollars will be spent subsidiz- <br />ing repair. <br /> <br />~h c J <br /> <br />Total Project cost for elevations and acquisitions = $525,000 <br /> <br />Funding has been prmided by FEMA HMGP, FEMA F~I.~ Progr.un, prnperty owner con- <br />tribution and local utility contribution. <br /> <br />. "4% chance.. = a flood event dlat bas a 4% chance of occurring or being exceeded in any given year.
