Specifically, this responds to a letter dated January 22, 1996, from
Mr. David J. Love, P.E., Love & Associates, Inc., regarding the effective Flood Insurance Rate Map
(FIRM) for Arapahoe County, Colorado and Incorporated Areas. With his letter, Mr. Love provided
additional data to support an October 25, 1995, request for a Letter of Map Revision (LOMR) from
Ms. Nancy B. Love, Chief Executive Officer, Love & Associates, Inc. Ms. Love requested that the
Federal Emergency Management Agency (FEMA) revise the effective FIRM to show the effects of
revised hydrologic and hydraulic analyses of Drainageway D and Drainageway E from South Platte
Canyon Road to the South Platte River.

All data required to complete our review of this request were submitted with Ms. Love's October 25
.. letter; Mr. Love's January 22 letter; letters dated December 15 and December 26, 1995, from
Mr. Michael Command, Water Resources Engineer, Love & Associates, Inc.; and a letter dated
December 27, 1995, from Mr. David W. Lloyd, P.E., Chief, Design & Construction, Urban Drainage
and Flood Control District. Because this LOMR solely incorporates more detailed infonnation, fees were
not assessed for the review.

We have completed our review of the submitted data and the flood data shown on the effective FIRM,
and have revised the FIRM to modify the floodplain boundary delineations and zone designations of a
flood having a I-percent chance of being equaled or exceeded in any given year (base flood) along
Drainageway D and Drainageway E from South Platte Canyon Road to the South Platte River. The
revised area includes property in both the Town of Columbine Valley and the City of Littleton, Colorado.
The FIRM shows the effects of the revision on both communities.

Changes to the Special Flood Hazard Area (SFHA) are a reflection of the more detailed hydrologic and
hydraulic analyses, which indicate that the base flood would result in average flood depths of less than
I foot along Drainageway D and Drainageway E from South Platte Canyon Road to West Bowles Avenue
and in an area north of West Bowles Avenue and west of South Federal Boulevard. The SFHA
designation has been removed from the area along Drainageway E from just downstream of South Platte
Canyon Road to approximately 1,500 feet east of the intersection of Middlefield Road and Niblick Lane.
An area north of West Bowles Avenue and east of South Federal Boulevard in the City of Littleton will
