<br />able to the elimination of overflow in agricultural areas and conse,
<br />quent increase in productive value through growing more valuable
<br />crops would not, in the opinion of most farmers interviewed, exceed
<br />$10 per cultivated acre. An average figure of $5 per acre was adopted
<br />as a fair value of enhancement for the 1,050 acres of cultivated land
<br />subject to ovcrllow, which, places the estimated enhancement in the
<br />agricultural arca at $5,250. Publicly owned property and public
<br />utility property were not considered subjeet to enhaneement. In
<br />the Trinidad urban area, commercial, industrial, and residential
<br />property vahws within the flood plain were eonsidered as susceptible
<br />to enhancement by flood protection through increased utility and
<br />higher rental values which would result in benefits OVer and above
<br />the lIood damages eliminated. Based on loeal opinion supported by
<br />field study, business and industrial property within the flood plain
<br />would be enhaneed 15 percent OVer present values and residential
<br />property 25 percent resulting in a capital increase of $159,200 and
<br />$40,800, rospectively. No inerease in value was allowed for future
<br />improvements in unimproved Meas which ean be put to benefieial
<br />use in the event of flood protection. The total estimated enhance-
<br />ment to be credited as a benefit from flood proteetioll is $200,000 in
<br />Trinidad and $5,250 in the agl~cultural area. Assuming 6 percent
<br />per annum as an equitable return for privately invested capital, the
<br />annual benefits from enhaneement would be $12,000 and $315 in the
<br />urban and agricultural areas, respectively. Reference is made to
<br />paragraph 45, appendix C,l for a more detaileo discussion.
<br />88. Summary of average annual benefits. -The estimated average
<br />annnal benefits, whieh may be credited to adequate flood eontrol
<br />'improvements for prevention of flood 'damages and for eontingent
<br />returns dnring tbeir effective life, are $41,650 in the Trinidad urban
<br />area and $39,021 in the agrieultural area. Classificatioll of the esti-
<br />mated benefits is shown in table No; 11.
