<br />FOREWORD <br /> <br />The successful functioning of a Flood Protection System is not assured <br /> <br />by mere construction of any adequate system of levees, channel improvements, <br /> <br />and related appurtenances. If the system is to function, it must be care- <br /> <br />fully maintained throughout periods of normal river stages and properly <br />operated during flood periods. Failure to do so can result in severe <br /> <br />losses in property and life and may undermine the confidence of the citizens <br /> <br />in their reliance of the system. The necessity for proper continuous main- <br /> <br />tenance can not be too highly stressed in view of the fact that consider- <br /> <br />able damage may be incurred through failure of a minor element of the sys- <br /> <br />tem at flood times caused by neglect, deterioration, or damage that could <br /> <br />have been prevented by proper maintenance. Proper maintenance and operation <br /> <br />requires that responsible local persons have a thorough understanding of <br /> <br />the functions of the various units of the system and the knowledge of best me- <br /> <br />thods of maintaining the system and operating it during flood emergencies. <br /> <br />It is with this purpose in mind that this Manual has been prepared for the <br /> <br />guidance of those responsible for the maintenance and operation of the Flood <br /> <br />Protection System. In conformance with agreements entered into with the <br />local interest for the construction of the project, it is essential that <br /> <br />maintenance and operation be provided in strict accordance with this Manual. <br />
