<br />PREFACE <br /> <br />FROM THE DIRECTOR <br /> <br />Historically, major disasters have occurred in colorado, <br />and given Colorado's growth environment, it is highly <br />likely they will continue to occur in the future with <br />greater frequency. <br /> <br />This report provides a record of one such major disaster. <br />It describes what occurred and how government responded. <br />It identifies those innovative actions that evolved, such <br />as the use of computers, and the integration of <br />mi tigation into the disaster recovery process. It further <br />identifies lessons learned and provides recommendations <br />as a road map for future disaster recovery programs.
