The U.S. Geological Survey; the U.S. Army Corps of Engineers (COE) ,
Sacramento District; and the Colorado Water Conservation Board,
State Coordinator, were contacted for information used in the
preparation of this study.

The results of this study were reviewed at a final community coordi-
nation meeting held on March 9, 1981, and attended by representatives
of FEMA, the Colorado Water Conservation Board, the study contractor,
and the city. No problems were raised at the meeting.

2.0 AREA STUDIED

2.1 Scope of Study

This Flood Insurance Study covers the incorporated areas of the
City of Craig, Moffat County, Colorado. The area of study is
shown on the Vicinity Map (Figure 1).

This study includes a detailed study of approximately 2.1 miles
of Fortification Creek, approximately 0.5 mile of Brotherton Gulch,
approximately 0.4 mile of Cedar Mountain Gulch, and approximately
0.5 mile of Pine Ridge Gulch, within the corporate limits of Craig.

The areas studied by detailed methods were selected with priority
given to all known flood hazard areas and areas of projected develop-
ment or proposed construction through 1985.

Two unnamed tributaries flow into Yampa River through the eastern
edge of Craig. For purposes of this study, the westernmost stream
will be called Tributary 1 and the easternmost stream will be
called Tributary 2. Approximately 0.4 mile of both Tributaries
1 and 2 were studied by approximate methods.

2.2 Community Description

Craig is in northwestern Colorado, on a western slope of the Rocky
Mountains, in eastern Moffat County, at the junction of Colorado
State Highway 13 and U.S. Highway 40. It covers an area of approxi-
mately 5.0 square miles. Craig is bordered on all sides by unincor-
porated Moffat County land.

The Ute Indians were the earliest residents of western Colorado.
Actual settlement did not take place in northwestern Colorado
until the nomadic Ute Indians were permanently relocated in Utah
in 1881.

The first settler in the Craig area arrived in 1881 and a townsite
was laid out in 1888. For the first 20 to 30 years, the community
was an agricultural center largely dependent on the cattle raising
industry. The city was incorporated in 1908 and became the county

2
