<br />PROJECT GOALS <br /> <br />A. To minimize loss of life in the event of a flash flood. <br /> <br />13. To minimize damage to existing development. <br /> <br />c. To minimize damage to FUTURE development. <br /> <br />D. To minimize damage to public facilities and structures and <br />to historic buildings. <br /> <br />E. To minimize the public expenses for local emergency recovery <br />and reconstruction operations. <br /> <br />.In order to facilitate the attainment of the above mentioned goals, the <br />following, more specific, goals must also be attained: <br /> <br />F. Develop and implement a specific hazard mitigation plan for <br />Manitou Springs: <br /> <br />1. Organize a committee to oversee implementation and to work <br />with technical advisors. <br /> <br />2. Assess the vulnerability of Manitou Springs to the flood <br />hazard -- make a thorough survey of all structures, bridges <br />and open spaces. <br /> <br />3. Select a range of mitigation strategies which have <br />applicability to Manitou Springs; develop pre-flood AND <br />post-flood mitigation strategies before a flood occurs. <br /> <br />4. lmplement the pre-flood mi tigation strategies as soon as <br />possible. <br /> <br />5. Implement the post-flood mitigation strategies upon <br />occurrence of flash flOOding. <br /> <br />6. Monitor, upgrade, and streamline the mitigation plan on an <br />ongoing basis to insure that Goals A, B, C, D, and E will <br />always be attained. <br /> <br />iv <br />
