<br />Gatlinburg, Tennessee <br />Many towns which have potential flash flood problems but have not <br />experienced flooding in many years are, currently developing flood warning <br />systems. <br /> <br />Gatlinburg, Tennessee, population 3200, is bisected by the Pigeon and <br />'I</est Prong Rivers with motels, hotels and restaurants located in the flash <br />flood area. A storm twenty miles away could send ten feet of water into <br />the town only 15 minutes after the first warning. In cooperation with the <br />,National Weather Service, a system involving automatic rain and river <br />gages, a computer model of the watershed, automatic data processing and <br />autanatic alarms have been set up. <br /> <br />Gatlinburg has adopted strict regulations for future flOOdplain use <br />plus the warning system and evacuation plan approach for the time being. <br />Funding was supplied by the Tennessee Valley Authority and Gatlinburg <br />(Kusler, 1982). <br /> <br />2. Land Acquisi tion and Relocation <br /> <br />Soldiers Grove, Wisconsil~ <br />Soldiers Grove, Wisconsin, home to some 600 people, relocated its <br />Central Business District after repeated flooding, culminated by a severe <br />flood in 1978. Stipulating l;hat energy conservation in new building was a <br />mJllber one priority, Soldiers Grove now gets 50$ of its energy from the <br />sun. Federal and state backing was obtained through a clear demonstration <br />of community support, detailed planning, quick concerted action in time of <br />crisis and persistant political pressure. <br /> <br />The U.S. Dept of Housing & Urban Development, the HUD Community Block <br />Grant for Small Cities, the Land & Water Conservation Fund, the Economic <br />Development Administration and the Communi ty Services Administration all <br />contributed monies (David & Mayer, 1984). <br /> <br />Rapid City, South Dakota <br />Rapid City, South Dakota, experienced a 100 year flood in 1907. No <br />one was killed and onl y minimal damage done. After much ci ty expansion, <br />9000 people had located in the flOOdplain by 1970. A flood similar to the <br />1907 flood was again experienced in 1972. This time 238 people died and <br />damage was estimated at $128 million. <br /> <br />The city immediately embarked on a flood management program. The <br />floodway was marked and all homes, motels and most commercial <br />establishments were removed from this area. The floodway now serves as a <br />golf course, picnic area, and natural area, it has several ponds, skating <br />rinks, and a bike path. Funds were provided by the Federal Disaster <br />Assistance ActIDinistration and The Small Business Administration (Rahn, <br />1984). This type of funding is no longer available in this form. <br /> <br />-42- <br />
