<br />due to l;heir popularity around the turn of the century, I.hen most of the <br />struetur'es were built. Also, these structures al"e on hillslopes and <br />retaining walls are required to stabilize the s::'ope and provicle a level area <br />on which to build. Many more recent developments have a'aoptecl these <br />measures in order to blend favorably with exist.:.ng archi'Cectural styles. <br />Most of these buildings are residential, although several motels and <br />businesses have been constructed in the flame manner. <br /> <br />Additionally, there are efforts to floodproof buildings which currently <br />exist in the floodplain. Two particular examples are mentionEld here. <br />Renovation and remodeling efforts were complete,J in April, 1985 at the <br />Promenade, a shopping mall located at 735 Manitou Avenue. Th,~ front 25% of <br />the mall is located in the floodfringe, with a 100 year flood lew)l of three <br />feeL Aluminum flood shields are stored on the property to be! posi tioned <br />over'doors and tempered glass display windows in the event of a flash flood <br />warning. Also, an effort was made to seal the ex.tsting ;stucco walls as well <br />as the space between the walls and sidewalk (Gal'rison, 1985). <br /> <br />Restoration is underway at the Loop, an historic building at the <br />intel'section of Manitou Avenue and Ruxton Avenu~!., The 100 year flood level <br />at tl11s location is eight feet. In keeping wi t11 the building's original <br />character, stucco bulkheads with concrete footings that :have been wrapped in <br />plas'cic below ground level have been installecl where patio doors formerly <br />existed. These new bulkheads were engineered to wi thstand the! fOl'ce of <br />eigh't feet of water. Doors and windows j,n the northwest wall of the <br />struetur'e have been sealed, and construction (If a new wall in the interior <br />of the building to supplement that which curren';ly exists is in progress. <br />The ei ty of Mani tou Springs has additionally r'equired flood shields for <br />windows and doors in conjunction with ne,J, soli.lly built door jams and bar <br />latches. As of early May, 1985, $20,000 of the ,'ehabilitation costs were <br />attrtbuted to floodproofing measures (Gar'risor.,1985). <br /> <br />4. Public Education <br /> <br />At the present time there are no special PUlllic educ,ation or eommuni ty <br />awar,=ness programs being offered in Manit.ou. The local newspaper runs <br />occallional articles on the flood hazards facing the cit.y. In 1985 a series <br />repol'ting on thi s Flood Hazar d Contingency Planning proj'ect re!cei 'Ie d a good <br />deal of positive attention and the prosp€!cts fm' implementation al"e <br />promising. A Chronology of the project and loeal newspaper al'ticles <br />pertaining to the effort can be found as Append:c:e H of this report. <br /> <br />5. Structural Control <br /> <br />The following structural control measures ,ml'e presented by the U.S. <br />Army COI'PS of Engineers as possible flood hazar,j adjustments for the Manit.ou <br />Springs area, but are not cost effective" <br /> <br />a. Diversion Tunnel. A concrete-lined t.unnel to di vert flows from the <br />Fountain Creek watershed abOve Mani tou Springs around the communi ty and <br />discharge them back into Fountain Creek near .EiJ.,w k Canyon has been <br />proposed. This diversion tunnel would be fifteen feet in diameter' and have <br />a length of approximately 8700 feet. It woulel tunnel through the mountain <br />sIdes just north of the community.
