Colorado Spl'ings owns five of the dams above <br />Manit.ou Springs and Manitou Springs owns one. C:aretaker~; tl"ained by the <br />State: Engineer's office wa1;ch for unusual er'osie>n or seepagEl pr'oblems that <br />coulcl indicate weakening of the dam's struetur'e. The reservoi,"s sel've as <br />water' storage for the ci ti.~s of Colorado Spl'ing1l, and Mani tou Springs ancl <br />normally' are fllled to capacity by the end of the: summer. Effects of <br />floocling can be offset only if the reservoirs ar e large e,nough 1;0 contai n <br />the runoff. The caretakers follow an establi~l.rwel set of procedures based on <br />condi tions listed below: <br /> <br />Condi tion A - Severe upstrElam flooding rElsults fr'an an i,lolatEld <br />thuncierstorm, rain or snow..
