<br />LOCAL REOUEST FOR DESIGNATION <br /> <br />WHEREAS, the CWCB transmitted letters to El Paso County and the incorporated communities <br />within El Paso County (Colorado Springs, Calhan, Fountain, Green Mountain Falls, Manitou Springs, <br />Monument, Palmer Lake, and Ramah) regarding the CWCB's floodplain designation and approval <br />process; and <br /> <br />WHEREAS, staff members from the Montgomery Watson telephoned floodplain management <br />officials representing the Pikes Peak regional building department, El Paso County and the incorporated <br />communities within El Paso County to discuss the CWCB's designation and approval process and to <br />solicit input regarding said Flood Insurance Study; and <br /> <br />WHEREAS, the Pikes Peak regional building department transmitted a letter to the CWCB <br />requesting designation and approval of the latest Flood Insurance Study for El Paso County; and <br /> <br />WHEREAS, all of the communities within El Paso County were receptive to the CWCB <br />designation action and provided verbal consent to Montgomery Watson staff; and <br /> <br />eR.s. AUTHORITY <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado Water <br />Conservation Board to assist in the prevention of floods and flood damages therefrom; and <br /> <br />WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide that <br />legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along any <br />storm or floodwater runoff channel or basin only after designation and approval by the Colorado Water <br />Conservation Board; and <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado Water <br />Conservation Board to designate and approve storm or floodwater runoff channels or basins and to <br />make such designations available to legislative bodies oflocal jurisdictions; and <br /> <br />COMPLIANCE WITH CWCB TECHNICAL STANDARDS <br />WHEREAS, the detailed floodplain information, as listed in Table 2, in said new Floodplain <br />Information Report with included maps, meets all of the requirements listed under the Board's "Rules <br />and Regulations for the Designation and Approval of Floodplains and of Storm or Floodwater Runoff <br />Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, the approximate riverine floodplain information, as listed in Table 3, in said new <br />Floodplain Information Report with included maps meets all of the requirements listed under the <br />Board's "Rules and Regulations for the Designation and Approval of Floodplains and of Storm or <br />Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />5 <br />
