What II the role of the locII community In Itl <br />flood hazard study and mapping procesl? <br /> <br />Before the flood hazard study is initiated, FEMA <br />considers all available existing infonnation for use <br />in the study. Public meetngs may be conducted <br />allowing interested parties to present relevant facts <br />to help ensure accurate results. FEMA also works <br />closely with each community's officials before and <br />during the study to describe the technical proce- <br />dures and to obtain community input before publ;.. <br />caton of the Flood Insurance Study (FIS) and Flood <br />Insurance Rate Map (FIRM). Before the FIS is <br />started, community officials, FEMA representatives, <br />and the study contractor meet to discuss the areas <br />in the community that need to be studied. This is <br />called the time and cost estimate meeting. <br /> <br />2. How are the flood hazard areas and flood levels <br />determined? <br />Flood hazard areas are determined using statstical <br />analyses a records a river flow, storm tides, and <br />rainfall; information obtained through consuttation <br />with the community; floodplain topographic surveys; <br />and hydrologic and hydraulic analysis. The detailed <br />FIS covers those areas subject to flooding from riv. <br />ers and streams, along coastal areas and lake- <br />shores, or in shallow flooding areas, but do not in- <br />clude areas of less than one square mile. <br /> <br />Although FEMA may issue a LOMA, rt is the lending <br />inst~ution's prerogative to require flood insurance <br />as a cond~ion of ~s own beyond the provisions a <br />the Flood Disaster Protection Ad of 1973 before <br />granting a loan or mortgage. Those seeking a <br />LOMA should first confer with the affected lending <br />instrtution to determine whether the institution will <br />waive the requirements for flood insurance if a <br />LOMA is issued. ~ the lender accepts the LOMA, <br />the policyholder may cancel the flood insurance <br />coverage and obtain a premium refund. <br /> <br />Appendix C. 1 <br /> <br />'212"" 82SOllAM <br />
