SECTION I
EXECUTIVE SUMMARY

.

PU'1)ose of Report

The objective of this project is to develop a Flood Hazard Mitigation Feasibility Study and prepare
portions of a final report to assist the City of Sterling and Logan County with the preparation of a full
application for the Hazard Mitigation Grant Program (HMGP). The completed application (technical
information included) must satisfy all of the FEMA requirements in order for the community to be
eligible to receive federal grant money for project implementation.

Authorization

Work on this project was authorized and funded jointly by the Colorado Water Conservation Board,
the City of Sterling, and Logan County, Colorado. The study was contracted through the Colorado
Water Conservation Board in an agreement dated December 8, 1996, with ICON Engineering, Inc.
(ICON). Portions of the work were completed under a separate contract with the Omaha Corps of
Engineers.

~

.

ICON was requested to perform field investigations, technical analyses, report writing, and other tasks
necessary to complete selected portions of the desired engineering project.
