.

.

.

Minimum Criteria Per 44 CFR 206.4341))

This project is in conformance with the State of Colorado 409 Plan, Utility and Water Resource
Division. Initial contacts have been made with appropriate environmental agencies as indicated
on the attached checklist. Construction of this project will constitute a stand alone solution for
flooding on a portion of Pawnee Creek. The proposed solution has been determined by the
engineering firm preparing the application to be cost-effective with a benefit cost ratio of
greater than one. Construction of the improvements will substantially reduce the risk of future
damage, hardship, loss and suffering resulting from flooding. Improvements are proposed to
reduce the risk from flooding along a portion of Pawnee Creek that has caused devastating
damage three times in the past 62 years. Based upon initial estimates prepared by the
applicant's engineers, the project will not cost more than the anticipated value of the reduction
in both direct damages and subsequent negative impacts to the area where both costs and
benefits are computed on a net present value basis. Several alternatives have been investigated,
and the selected alternative has been determined to be the most acceptable alternative. A total
of seven public meetings were held as a part of the study.

Cost Estimate of Proposed Project

A.
