<br />FPR 96-427 <br /> <br />COLORADO WATER CONSERVATION BOARD <br />721 State Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br /> <br />May 14, 1996 <br /> <br />RES OL UTION <br /> <br />WHEREAS, the Federal Emergency Management Agency completed a floodplain information <br />map entitled ''Hood Insurance Rate Map, Town of Hugo, Colorado, Lincoln County", dated October <br />15, 1985; and <br /> <br />WHEREAS, said map includes approximate floodplain delineations for Big Sandy and <br />CemetaryCreeks within the corporate limits of the Town of Hugo as of October 15,1985 but does <br />not include hydrology information for Big Sandy and Cemetary Creeks; and <br /> <br />WHEREAS, the Colorado Water Conservation Board has not designated and approved said <br />map; and <br /> <br />WHEREAS, a new floodplain infonnation report entitled "Floodplain Information Report, <br />Town of Hugo, Colorado, Lincoln County", dated April 1996 has been prepared by the Colorado <br />Water Conservation Board; and <br /> <br />WHEREAS. said new report for the Town of Hugo includes approximate floodplain <br />information for Big Sandy and Cemetary Creeks within the corporate limits of the Town of Hugo as <br />of October 15, 1985; and <br /> <br />WHEREAS, said new report incorporates the floodplain delineations of the Flood Insurance <br />Rate Map dated October 15, 1985; and <br /> <br />WHEREAS, the hydrology in said new report for Big Sandy and Cemetary Creeks has been <br />estimated in accordance with the Guidelines for Determining lOO-Year Flood Flows for <br />Approximate Floodplains; and <br /> <br />WHEREAS, the l00-year flow for Big Sandy and Cemetary Creeks is estimated by utilizing <br />the regression equation for Arkansas River Basin Region 1, QIOO = 1,564.98 * A 0.539, where QIOO is <br />the l00-year peak flow in cubic feet per second and A is the upstream (contributing) drainage area <br />in square miles; and <br /> <br />WHEREAS, a procedure for determining hydrology information for approximate floodplains <br />of lakes and ponds has not been established; and <br />
