<br />Develoo Annual Notification and FolIQw uo Processes, The CWCB should establish an annual notification <br />process for communities securing flood insurance coverage and implementing flood mitigation programs. <br />This effort would serve to make certa'n proper attention is bl:ing given at the local level to perform the <br />necessary activities to maintain flood insurance programs in force, Further, that opportunities are acted <br />upon in a timely manner as a result of either flooding events or by local property owners, to take actions <br />to make property available that would be of benefit to enhance the original right of the stream due to its <br />proximity within the floodplain or stream corridor. <br /> <br />Create Task Force to Prioritize Floodplain MapoiI1l1, The CWCB should create a task force of local, state, <br />and federal agencies to establish priorities and criteria for floodplain mapping through pooling common <br />sources of relevant data. The use of public funds to address floodplain activities demands those funds be <br />used as efficiently and effectively as possible, Therefore, the assessment of current information to establish <br />priorities and criteria for floodplain mapping would not only be good stewardship of public funds, but <br />would serve as positive indicators to other stakeholders of the sincere interest by the public sector, <br /> <br />Share Federal Funds in Proiects of Joltn Interest with Federall\,genci~~, The CWCB should share as much <br />federal funds as possible by including multiple purpose functions of common interest to federal agencies. <br />Colorado has a significant public interest since a portion of the state is owned by federal agencies, These <br />agencies are also faced with very limited financial resources and are looking for "partners" who can enter <br />into mutually agreeable relationships where joint ventures can accommodate multiple objectivf' projects for <br />the benefit of all involved, <br /> <br />Policy and Criteria Recommendations <br />Establish Definitions for Baseline Conditions, The CWCB should establish definitions for baseline <br />conditions for stream corridor management activities, Curremly, the CWCB operates its program based <br />upon federal guidelines of the "base flood" being a flood event that has a probability of one chance in a <br />hundred of occurring in any given year. The area that would be inundated by this event is the area shown <br />on the Flood Insurance Rate Map (FIRM) as me 1 (J{)-year floodplain, This definition should be <br />incorporated into Colorado law to prov.ide a reference for further actions which maybe necessary as part <br />of the stewardship of Colorado streams, <br /> <br />Establish Definitions for Critical Facjjities. The CWCB should also establish definitions for critical <br />facilities and an appropriate level of protection higher than the baseline conditions. Recent flooding events <br />in Colorado and the response by Colorado communi tie,; to th,e inventory indicate too frequently many <br />critical facilities, such as law enforcemf:nt facilities, hospitals, fire stations, and water treatment facilities <br />are located in the 100 year floodplain.
