,

POLICY DISCUSSION (Division "A")

A. What role does the Board want to play in regard to flood
plain management?

1. Develop minimum regulations to be furnished to local
entities for adoption, administration, and enforcement?

2. Establish uniform flood plain regulations for the state,
to be administered by the state through local entities
(similar to the model subdivision regulations published
by the Colorado Land Use Commission)?

3. Give only guidance and technical assistance to local
entities in establishing their flood plain management
regulations?

4. None, unless there are state monies involved?

B. What is the Board's policy as to the portion of the lOO-year
flood plain to be regulated?

1. Regulations would allow no building within the selected
flood plain?

2. Regulations would establish a floodway with no develop-
ment and limit development in the flood fringe until
significant fringe development has taken place to sub-
stantially increase the flood stage (I-foot rise in
flood stage)?

3. Regulation:> would establish a floodway with no develop-
ment and a flood fringe with total development? The .
size of the floodway would be established as that area
required to pass the de:>ignated flood without signifi-
cantly raising the flood stage (1 foot), assuming the
flood fringe were completely developed and could not
contribute to flood flow of overbank storage?
