PURPOSE AND SCOPE <br /> <br />The purpose of this study is to determine the extent of the surface and <br />sub-surface drai nage problems wi thi n the Town of San Lui s, cons ider <br />alternative solutions to the problems, select a feasible alternative and <br />prepare a preliminary design plan for each of the following four (4) aspects <br />of the drainage problem: <br /> <br />1. Groundwater flooding of basements and crawl spaces. <br /> <br />2. Insufficient capacity of existing Highway 159 crossing of Rito Seco. <br /> <br />3. Condition and level of protection provided by the U. S. Army Corps <br />of Engineers' levee east of town. <br /> <br />4. Surface flooding from the North basin of the Rito Seco. <br /> <br />The information generated by this study will be used by the Town of San <br />Luis and local agencies to regulate 1 and use in the areas affected by the <br />surface and subsurface flooding. Implementation of the recommended plans for <br />drainage improvements will help to reduce damages to existing developed areas. <br /> <br />The scope of the study includes the following items: <br /> <br />1. Meetings with representatives of the Town of San Luis, Community <br />Action Agency (CAA), CWCS, DOLA and other public and private <br />agencies to obtain base information and collect data. <br /> <br />2. Collect available data and information required to document the <br />history and extent of the surface and sub-surface flooding. <br /> <br />3. Gather information and data on the levee system located adjacent to <br />the East Corporate Limits of the Town. <br /> <br />-3- <br /> <br />" <br />
