<br />reported that the town's request for
<br />emergency funding to Instnll a
<br />drainage system around the town has
<br />not been acted upon by the go\'ernor.
<br />Normally, the town would be con.

<br />the rectnt disaster on 8erthoud Pass,
<br />where a boulder cru!hed a bus ond used
<br />the entire budget for that fund, there is
<br />none available for the drainage system,
<br />or anything else, for a while.
<br />Chri.s Man of the Water and
<br />SanitatJon District asked the board
<br />about the legality of cesspools, and If
<br />there are laws regulaUong the dWllpln~

<br />completely. They decided to start by

<br />againrt them, and requesUng that they
<br />be removed.

<br />nounced that a group of disabled
<br />veterans from Denver will be In San
<br />Luis to repla~ the nags that were
<br />stolen from the (ront of the Town Hall.
<br />He stated that there will be a parade for
<br />which he hopes to get a band, then a
<br />flag raising ceremony. He suggested
<br />that the town feed the particfpants
<br />lunch.
<br />The council voted to feed them lunch.
<br />Discus,ing the tolm" building that
<br />they have been corulidering renting,
<br />City Attorney David Grnham gave the
<br />opinion th8t the town could not legally
<br />rent the building to a privatc entity. It
<br />was decldtd to rent It to the new
<br />Chamber of Conunerce.
<br />The signs that are to be pllt up on
<br />either side of town wcre not puoUshed
<br />by the Jocal paper. fhe)' will be

<br />that the new town trash pickup has been
<br />pruchased and Is In service. He
<br />suggested that It might be nice to paint
<br />uSan Lws" en the side.

<br />On the .subject of trash plck.ups,
<br />E~nest Quintana quesUoned the legalIty
<br />of having the city pick up only business
<br />trash, and supply the cans. The council
<br />stated that the painted trash can! are
<br />supposed to be for people's litter. After
<br />discussing the problem, the council
<br />decided to take the cans away from the
<br />local husinesses, and have them get
<br />their own cans.
<br />Espinoza cautioned that the cans will
<br />have to be removed from all
<br />businesses. with no exceptions.

<br />Espinm8 Infonned the council that
<br />Fr. Pnt VAldez had npproached him
<br />abllut the town buying the first of the
<br />Stations rl the Cross for the new
<br />Stations of the Cross Park that the
<br />church Is working on. Loyola Taylor
<br />questioned If It would be a vlolaUon of
<br />separation of church and state laws.
<br />The council decided to contact Its at.
<br />tomey for an opinion on the matter.

<br />Martinez that he come up with the price
<br />for makin~ Christmas dectlratlons for
