Dear Mayor Berens:

This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FlRM), Flood Boundary and Floodway Map (FBFM), and Flood Insurance Study
(FlS) report for your community, in accordance with Part 65 of the National Flood Insurance Program (NFIP)
regulations. In a letter dated January 6, 1997, Mr. Gary W. Behlen, P.E., City Engineer, City of Broomfield,
requested that FEMA revise the FIRM, FBFM, and FIS report dated September 28, 1990, for the City of
Broomfield, Colorado, to reflect updated topographic data and to incorporate the flood hazard information for
Big Dry Creek from the PIS report dated May 17, 1993, for the City of Westminster, Colorado. This Letter
of Map Revision (LOMR) will provide contiguous flood hazard information for the Cities of Westminster and
Broomfield.

All data required to complete our review of this request were submitted with letters from Mr. BeWen; Ms. Ann
K. Woods, P.E., Carroll & Lange, Inc.; Mr. David W. Loseman, P.E., L.S., Senior Projects Engineer, City
of Westminster; and Mr. Charles G. Swanson, P.E., City Engineer, City of Broomfield.

We have completed our review of the submitted data and the flood data shown on the effective FIRM, FBFM,
and FlS report. We have revised the FIRM, FBFM, and FlS report to modifY the elevations and the floodplain
and floodway boundary delineations of the flood having a I-percent chance of being equaled or exceeded in
any given year (base flood) along Big Dry Creek from approximately 7,230 feet upstream to approximately
1,960 feet upstream of Zuni Street. As a result of the modifications, the base flood elevations (BFEs) for Big
Dry Creek increased; the width of the Special Flood Hazard Area (SFHA), the area that would be inundated
by the base flood, decreased; and the width of the regulatory floodway increased and decreased. The
modifications are shown on the enclosed annotated copies of FIRM Panel(s) 0220 D, FBFM Panel(s) 0220,
Profile Panel(s) 08P, and affected portions of the Summary of Discharges Table and Floodway Data Table.
This LOMR hereby revises the above-referenced panel(s) of the effective FIRM, FBFM, and the affected
portions of the FIS report, all dated September 28, 1990.

Because this revision request also affects the City of Westminster, a separate LOMR for that community was
issued on the same date as this LOMR.

The modifications are effective as of the date shown above. The map panel(s) as listed above and as modified
by this letter will be used for all flood insurance policies and renewals issued for your community.
