If an application <br />for a permanent drainage permit is not submitted wi thin thirty <br />days of the date the emergency license is granted, the applicant <br />shall immediately make preparations for closure of the drain <br />unless he has applied in writing for an extension from the state <br />engineer and that extension has been granted. Preparations sha11 <br />include entering any necessary contracts for earth moving work to <br />be performed by other individuals, obtaining any permission <br />necessary from other landowners, and obtaining any other <br />necessary permits or authorizations. Closure of the drain shall <br />be completed on or before the license expiration date.
