COLORADO WATER CONSERVATION BOARD
DARlES C ULE, P,E,
DIRECTOR

MEMORANDUM

To:

Chuck Lile

From:

Larry Lang

Subject:

Floodplain Designation Plan

Date:

January 4, 1994

The section staff has completed the inventory, recording, and preparation of a plan for
the undesignated floodplain studies. The number of reports has over weldom us. Through
Brian's hard work, we have determined that there are 176 undesignated floodplains reports
that will require some action by the staff. This backlog has been accumulating over the
passed five years; therefore, the numbers aren't to surprising.

I have prepared an executive summary which will provide you with an overview and
outline of the plan. We had to make a number of assumptions for the development of the
plan, both general and specific. These are:

using 160 man-hours of existing staff time per board meeting for the reviews
and preparation of related board materials;

preparing a hydrology handbook to be used for the reviews of the approximate
floodplain information which does not have any published discharges;

estimating the man-hours for the performance of the technical reviews by
existing staff or a consultant; and

allotting the 176 reports into management work groups.

Presently, the CWCB has deSignated 348 floodplain reports which cover an estimated
4,500 stream miles. For a number of these reports, we have only a single copy which is
located in Mark's office. The information, as presented in the 348 designated reports and
176 undesignated reports, make up the basic data for the board's floodplain informational
data system which is being design by Brian.

Two plans are presented for consideration in determining an action plan for the
accomplishment of all CWCB designations for the 176 reports. Following your review of
the attached plan, I will be happy to discuss the details of the plan with you.

cc: Peter Evans
Section Staff
.

Im075memo

\./
