<br />PLAN IMPLEMENTATION <br /> <br />For the preparation of a Selected Plan, the following elements were considered. These <br />elements for the formulation of a "best plan" are: <br /> <br />using existing staff - Larry, Brian and Mark - as technical reviewers; <br />assisting the technical reviewers by the preparing of a hydrology handbook for <br />the review of the approximate floodplain information for reports in Group <br />Numbers III and IV; <br />processing Group Number V as the new information is submitted to the CWCB; <br />contracting Group Numbers III and IV to a consultant; and <br />giving conditional approvals and designations to information that does not <br />comply with the provisions of the CWCB's "Rules and Regulations for the <br />designation and approval of Floodplains and of Storm or Floodwater Runoff <br />Channels in Colorado." <br /> <br />To accomplish the required technical reviews, two plans are submitted. The plans are <br />shown as Plan I and Plan II. These plans are based on the assumptions of the availability <br />of 160 man-hours of section staff time per Board meeting to perform technical reviews and <br />the Board contracting for the preparation of a "Hydrology Handbook" to assist with the <br />tecimical reviews for all approximate floodplain information. It should be recognized that <br />the Section's Staff performs eight program elements daily for the administration of the <br />CWCB's Floodplain Management Program. These elements are to: <br /> <br />. Approve Reports for Flood Hazard Identifications and Designations; <br />. Respond to Emergency Flood-Related Events; <br />. Build Flood Hazard Reduction Projects; <br />. Coordination of Federal and State Flood-related Programs; <br />. Assist Colorado Flood Prone Communities; <br />. Direct the Board's Technical Information Support System; <br />-. Educate Floodplain users on "Best Management Procedures; and <br />. Prepare Technical Standards and Guidelines for flood studies. <br /> <br />With consideration to Jill. man-hour demands which are placed on the existing section staff, <br />the implementation of Plan I and Plan II would be accomplished under the plan schedules <br />presented in Exhibits A and B. Under Plans I and II, the technical reviews will be <br />performed using the standard review forms and procedures as described in Exhibit D (which <br />was issued in compliance with the "Rules and Regulations). <br /> <br />, <br /> <br />5 <br />
