<br />1.3 Coordination <br /> <br />On January 16, 1984, Dames & Moore was instructed by FEMA to prepare <br />a Flood Insurance Study for Fountain using detailed-study data for <br />Fountain, Jimmy Camp, Security, and Widefield Creeks from the El <br />Paso County Flood Insurance Study. In preparing the Flood Insurance <br />Study for El Paso County. hydrologic and hydraulic information was <br />obtained from FEMA, the U,S. Army Corps of Engineers (COE) , the <br />u.s. Soil Conservation Service (SCS) , the Colorado Water Conservation <br />Board (CWCB), the Pikes Peak Area Council of Governments, the El <br />Paso County Land Use Department, local municipalities, engineering <br />firms, land developers, utilities, and individuals in the community. <br /> <br />The final coordination meeting was held on July 24, 1984, and was <br />attended by representatives of FEMA, the State, the county and the <br />city. No problems were raised at the meeting. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study COvers the incorporated areas of the <br />City of Fountain, El Paso County. Colorado. The area of study is <br />shown on the Vicinity Hap (Figure 1). <br /> <br />Fountain, Jimmy Camp, Security, and Widefield Creeks were studied <br />by detailed methods through the City of Fountain. <br /> <br />The areas studied by detailed methods were selected based on the <br />extent and validity of available hydrologic and hydraulic data. <br /> <br />2,2 Community Description <br /> <br />The City of Fountain is located in the southwestern portion of El <br />Paso County, in central Colorado, The city is bordered by unincor- <br />porated areas of El Paso County. The 1980 population of Fountain <br />was reported as 8,342. <br /> <br />. <br /> <br />Fountain Creek originates approximately 5 miles northwest of Green <br />Mountain Falls in Teller County. From its headwaters, Fountain <br />Creek flows southeasterly for approximately 18 miles, often exceeding <br />a gradient of 150 feet per mile, to join Monument Creek. Between <br />Colorado Springs and the El Paso/Pueblo County line, the average <br />gradient is 26 feet per mile. Its approximate drainage area above <br />its confluence with the Arkansas River is 917 square miles, <br /> <br />. <br /> <br />Jimmy Camp Creek originates in the high plains approximately 7 <br />miles northeast of Colorado Springs. The watershed is approximately <br />17 miles long and averages approximately 4 miles wide. Jimmy Camp <br />Creek has three main tributaries: Corral, Francesville, and East <br /> <br />2 <br />
