<br />MITIGATION ISSUES <br /> <br />The main purpose of identifying both short-term and .long-term mitigation measures for the Buffa.!o <br />Creek watershed and the community's infrastructure is 1:0 prevent future loss of life and reduce <br />losses and damages to property. Those at risk in the watershed include loca.! residents, emergency <br />and post-flood workers, recreationists (fishing, biking, camping, etc.), and highway users. Some of <br />the mitigation issues are provided in the lists below. <br /> <br />Short-Term Issues <br />· Define the immediate hazards to life and property:: address those hazards as soon as possible <br />· Ensure that the community's water supply will be reconstructed <br />· Establish temporary roadways and basic services where needed <br />. Cleanup and remove debris <br /> <br />Lonl!- Term Issues <br />1. Analyze the risk: <br />· Define the long-term hazards to life and property <br />· Define strategies that could be considered for life safety and property protection <br />· Determine likelihood of more flood-producing rainstorms <br />· Develop design/regulatory standards for reconstructior, <br />· Determine the runoff potentia.! for burned versus unburned areas <br /> <br />2. Develop forecasting and warning capabilities: <br />. Determine approach to provide more lead time for flash-flood warnings <br />· Establish who should implement those strategies, and with what money <br />· Determine the rainfa.!l amounts and conditions that produce flash floods in the burned areas <br />· Estimate the hydrologic response of the watershed as the burned areas recover <br />. Determine the need for new stage and precipitation gages to enhance flood forecasting <br />. Assess the appropriate level of public day use in and downstream of the fire-burned area, <br />· Determine the type and placement of flash flood warning signs <br /> <br />3. Control erosion and rehabilitate the burnedforest areas <br />· Determine the most effective methods for rehabilitaling the burned areas of the watershed <br />· Implement those measures as time and money penmits <br />· Estimate the time elements and key features of the basin's natura.! recovery <br />· Determine bank stabilization measures and imp.lement those measures for the affected streams <br />· Monitor the sedimentation and/or degradation in various reaches of the affected streams <br /> <br />Post-Flood Photol!raohs <br /> <br />Photographs are provided on the following pages to represent some of the important issues <br />concerning mitigation activities. <br /> <br />10 <br />
