This document has been developed to provide engineers working
with the Urban Drainage and Flood Control District with a methodology
to systematically prepare and display the information needed to select
among alternative UDFC projects. It grew out of a research project
involving District officials, Colorado State University, Leonard Rice
Consulting Hater Engineers and H. J. Shoemaker, an attorney and State
Senator. The work was financed by the U.S. Office of Water Research
and Technology and the District. It was coordinated through the CSU
Environmental Resources Center, Norman A. Evans, Director.
Authors of the original draft were Neil S, Grigg of CSU with
Leslie H. Botham and Leonard Rice of Leonard Rice Consulting Hater
Engineers, Valuable suggestions have been made by Ken Hright and
other members of Wright-McLaughlin Engineers, most recently David J.
