It grew out of a research project <br />involving District officials, Colorado State University, Leonard Rice <br />Consulting Hater Engineers and H. J. Shoemaker, an attorney and State <br />Senator. The work was financed by the U.S. Office of Water Research <br />and Technology and the District. It was coordinated through the CSU <br />Environmental Resources Center, Norman A. Evans, Director. <br />Authors of the original draft were Neil S, Grigg of CSU with <br />Leslie H.
