Development of Net Benefit Information <br /> <br />For any design frequency, the project cost (from the <br />supply curve) can be subtracted from the project benefits <br />(demand curve) to yield the net benefits, using proper <br />discount factors. These net benefits can be plotted <br />against design frequency to show which design level yields <br />maximum net benefits. This point yields the economically <br />optimum design point, Again, it must be recognized that <br />the optimum may not be the best public investment because <br />of other factors not considered in the analysis. <br />B. Case Study <br />The case study is based upon the Little Dry Creek Master Plan <br />project located in Douglas and Arapahoe Counties, Colorado (5). The <br />basin, shown in Figure 11-2 was chosen because of the varied con- <br />ditions encountered and the detail of the analysis conducted. To <br />obtain the desired breadth in the example, many hypothetical elements <br />and conditions not found in the Little Dry Creek basin have been added. <br />The Little Dry Creek Master Plan involves several local govern- <br />ment entities, as well as the Urban Drainage and Flood Control <br />District. Specifically included are: Arapahoe County, the City of <br />Englewood, Douglas County, the City of Cherry Hills Village, and the <br />City of Greenwood Village, <br />A portion of the area is fully urbanized, including a large <br />regional shopping center. The basin lies in a rapidly urbanizing <br />part of the metropolitan area and includes several existing or <br />possible reservoir sites. The area has a history of flooding caused <br />by intense summer rainstorms. <br /> <br />~ <br />
