PREFl'.Cll

Assistance and coope~atlon of the Colo~ado water Conserva-
tion Board, Hue~h.no-La" Anlml'" Area Council of Gov..rnments, City
of La Veta, The lluerfano Wo~ld, and private citizens in supplying
useful data for the prepa~ation of this report a~" appreciated.
Copies of this ~eport can be Obtained from the Hucrfano
County Land Use ~inist~ator in Walsenburg, Oft ice of the Mayor,
La Veta, and the Colorado Water Conservation Soard in Denver.
The U.S. Army Corps of Engineers, Albuquerque District,
on request, will provide technical assistance to governmental
planning agencies in the interpretation and use of the data presented
as well as planninq guidance and further assistance, inCluding the
development of additional technical information.

This report provides information on the ar"a$ in the
comm~ity of La Veta and vioinity that are subject to flooding fro~
the Cucharas River and its tributaries (See Plate 1]. Properties
subject to flooding are primarily residential and agricultural.
There are extensive open spaces in the flood plains that may Come
under pressure for future development. This study indicates that
possible future floods ~ili be larger than any known past exper-
ience.

This report has been prepared because a knowledge of flood
potential and flood hazards is important in l"nd use planning of
flood plains. It identifies those areas that are subject to possible
future floods. Special emphasis is given to ~hese floods through
maps, photogr~hs, profiles, and cross s"ctions. The report provides
a suitabie basis for land use planning to guide fiood plain develop~
ment and prevent future losses. It wili also aid in the development
of flood d'""age reduction teChniques bClCh as works to modify [loodillg,
flood proofing and other teChniques which might be embodied in an
overall Flood Vlain Msnagenent (FPM) progcdrn. Other FP~ program
studies -- those of enviro'~ental attributes and thc current and
futuro land use role of the flood plain as part of its surrounding
would also profit from this information. Th~ report does not contsin

specific plans Or recommendations for the solution of flood problems
as these are, in must instances, tho responsibility of looal govern-
ment.

This repar':: ~as prepared at tho request of the llu"rfar1O
County Board of County Commissioners, with the indorsement of the
Colorado Water Con.servation Board, under continuinq authority pro-

vided in Seotion 206 of the 1960 Flood Control Act (Publio Law 86_645),

as "",ended.

w

"
