<br />FLOODPLAIN REPORT - Tyra Tract D and Sawmill Gulch, Breckenridge, Colorado <br />(DDAFT) <br /> <br />Breckenridge, Summit County, Colorado, provides the basis for the FEMA floodplain for <br />Sawmill Gulch. It was published by FEMA in December 1979. <br /> <br />The Town of Breckenridge commissioned a town-wide (and more) study of drainage basins <br />affecting the Town in order to provide for effective planning and development. The study was <br />performed by Lenzotti and Fullerton and resulted in the issuance of a "Master Plan" in 1988: <br />Drainage Master Plan, Town of Breckenridge, Colorado, Draft Report (revised April 6,1993). <br />This report encompassed hydrology and hydraulic studies for drainageways impacting the Town <br />of Breckenridge as well as areas viewed as having potential for future inclusion into the Town. <br />The study entailed a detailed hydrologic evaluation as well as preliminary hydraulic evaluations. <br />This report provides the hydrologic basis for Sawmill Gulch. <br /> <br />In December 1996, FLO Engineering, Inc. of Breckenridge, Colorado released a study entitled: <br /> <br /> <br />Revised Preliminary Flood Study, Tyra Tract D. The FLO report is essentially a precursor to this <br /> <br /> <br />WWE report, and presents preliminary results of investigations into the Tyra Tract D site and its <br /> <br />interaction with Sawmill Gulch. The FLO study did not extend upstream or downstream of the <br /> <br /> <br />Tract D property. It presented preliminary hydraulic analyses and referenced the Drainage <br /> <br />Master Plan for Breckenridge for the hydrology aspects. The conclusions of the FLO report were <br /> <br /> <br />that in the existing condition, significant overbank flooding occurs from Sawmill Gulch, <br /> <br /> <br />essentially as also documented herein by WWE. <br /> <br />Conducting a revised study for lower Sawmill Gulch is Foothills Engineering Company (FEC), <br />as a contractor to FEMA. The FEC study is in draft form and currently is being reviewed by the <br />Denver office of FEMA. WWE had access to some draft FEC data. Our study for Sawmill <br />Gulch and the FEe study have a common point at F OUT 0' Clock Road, where the flow is 130 cfs. <br />The water surface elevation used for Sawmill Gulch is 9,716.0 (NGVD 1929) in each study. <br />Technical consistency is maintained.
