Theonepercent <br />cr1terion means that ramifications of the laO-year flood must always be <br />evaluated as to impact and land use optimization. It does!l2.irnean that <br />overballk flooding during the lOa-year flood must be eliminated. <br /> <br />The planning and engineering for the South Platte River should reduce <br />future flood damage while systematically reducing existing flood damage <br />potential. <br /> <br />Well balanced, non-structural and structural means should be utilized to <br />reduce flood problems. Exposure Of peopie and property to flood halards <br />should lle reduced. <br /> <br />Transportation. Roads, highways, and bridges should not cause flood prob_ <br />lems or increase flood related damages. Transportation should not conflict <br />with the recreational and park use of the corridor withOut mitigation <br />measures. ~ridqe crossings of the South Pl atte River should not cause <br />backwater effects and should have piers and abutments designed to resist <br />erosion by the river. <br /> <br />TIle flood management of the South Platte River should be coordinated with <br />water supply, sewerage, land use, building development, recreation, trans_ <br />portation,wiidlife, and open space planning programs of themetr o area. <br /> <br />Eros ion and Sed imentation , Bed and bank cutt i nq by the ri ~er. and re 1 ated <br />sediment deposition effects should be oninimized.
