The river is truly a multi-use, multi-jurisdictional resource. <br /> <br />The criteria used during the Phase B preliminary design build upon those <br />developed during the PMase A portion of this study. The general goals and <br />nbjectives r!'main unchanged and have been u~ed in the developm",nt of the <br />preliminary plans contained in this document. The goals are repeated <br />below: <br /> <br />o <br /> <br />The foremost and primary use of the South Platte River is for <br />drainage and flOOd control. <br /> <br />o <br /> <br />The Master Plan should reduce to the extent possible future flood <br />d~ages while systematically reducing existing flOOd damage poten- <br />tial. <br /> <br />VIll-l <br /> <br />o <br /> <br />The plan should reduce the exposure of people and oroperty to <br />flOOd hazard. <br /> <br />o <br /> <br />The drainage and f1oodcontrol prograrnfor the South Platte River <br />should be coordinated with water supply, sewerage, land use, <br />bufldingdevelorment, recreation, transportation, and open space <br />planning programs of the metro area. <br /> <br />o <br /> <br />The existing floodplains, where improvements do not entirely <br />eliminate the danger of residual flooding during the lOO-year <br />flood, should be permanently managed and regulated, while else- <br />where regulation should constitute an iMerim measure until chan- <br />nel improvements are made. <br /> <br />o <br /> <br />The potent!~l of the river corridor for parks and recreation <br />should be exploiterl to lncrea~e land ~alue~, ~ocial har~ony, <br />health, and to reduce d..pendence on the automobile. <br /> <br />o <br /> <br />Conflicting demands on the limited waters of the South Platte <br />River must be optirnized within constraints imposed by Colorado la w <br />and the various ne~ds related to the river. <br /> <br />o <br /> <br />Wildlife and riparian vegetation conditions should be improved. <br /> <br />o <br /> <br />The plan should insur", that proposals and rec<mll'!ndations are <br />consistent with overall regional goals and objectives. <br /> <br />o Erosion and sedimentation prOblems should be minimized. <br /> <br />PLANNING AND DESIGN CRITERIA <br />The followi~g criteria describe specifiC planning and design <br />were includ..d in thl'developm<,nt of th<,preliminaryd!'<;ign. <br /> <br />o <br /> <br />Existing flood prObl",ms should be mitigated by applying theorope r <br />combi'lationofnofJ-structural andstructurdl..ethods. <br /> <br />aspect~ which <br />1\11 criteria <br />
