Goals - In order to.)Chieve the desired purpose of the master plan, goals h ad to be establ ished. These 'loals were specific items which all al ternat hes eval u~ ated were weighed against. The ultimate reCOlTJ11ended plan was determined based on its abllitytosatisfythegoals. ~r-3 o The potential of the river corridor for parks and recreation should be exploited to incrl'ase land values, socHl har'll(IIlY, health, and reduce dependence on the automobile. o Conflicting demands on the limited water of the South Platte River must heoptirnized "ithin constraints imposedhyColorado law and the various needs related to the river. The goals of the master planning work for the South Platte River are 1 isted as follows: . o Wildlife and riparian vegetation conditions should be improved . o Preserve and improve the South Platte River's drainage and flood control capacity. The plan Should insure that proposals and recommendations are consistent with overall regional goals and objectives. o o The master plan Should reduce to the extent possible future flood damageswhi1esystenatica11yreducfngexistingfloorldil'nagepoten- tial. o Erosion and sedimentation prOblems shou1d he minimized. o Existing flood prohlems should be mitigated by applying the proper combfnation of non-structural and structural methods.
