The reach is approximately4Dmlles long. <br />The Phase A study involved prOblem area identification and alternative <br />development, along with assoc1atedhydraulic, hydrologic, water quality and <br />recrl'ationstudies. The only area for which a1ternatives werellOtdevel- <br />oped is frOO1 Co1lJ1llbin", Valley to Oxford AVPnu... Thisrl'achwillbeincorp- <br />orated into the U. S. Army Corps Of Eng i neers channe 1 impro~ement project. <br /> <br />INTRODUCTION <br />The South Platte Riyer serves many functions as it passes through the <br />Denver metropolitan area. Because the river floots through the highly <br />urbaoiled Qt>oyer metropolitan area, it provides a convenient source of <br />recreation to its residents including boating, fishing, jogging path<;, and <br />ao ideal setting for pocket parks. AootherseryiceprOYidedbytheriYer <br />is the transport of water from the upstream basin aodmouotainreseryoirs <br />to supply the needS of the municipal, industrial and agricultural otater <br />users. The rher also provides a means of dilutifig and Cdrryinq off sewage <br />effluent. Finally, the riyer throughout its historyhascarrledsand and <br />gravel from the foothills and mountains and deposited them in the fluod- <br />plain. This sand and gravel is nowbeingmined,particularly in the area <br />dOotnstrpam of Denver. It provides a signHicant sour(l' of incam" to the <br />area as "",,11 as providing th~ raw materi als for the concrete used for <br />paving and constr.uction of bu\1dings. <br /> <br />In addition to the Phase A report, the master planning process iocluded the <br />preparation of a Flood Hazard Area Qt>lineation report for the reach from <br />Oxford Avenue to Sand Cr"ek, a distaoce of approximately 15 miles. ltis <br />expected that this flood hazard a>"ea studywi11 provide the basis for <br />floodplain regulation along the river by those communities through whiCh it <br />flows. Thls report has been provided to the Urban Drainage & Flood Control <br />I'lhtrict. <br /> <br />The varied uses of the river and the resu1tingconflicts presented by these <br />uses det~rmlned the need for a m"tropolltan sponsored Master Pl an. This <br />Master Plan for the South Platte River represents amajorintergov ernrnental <br />effort of fou>"counties. sev",ncities. and the Greenway Foundation. The <br />lJO&FCDhasurKIertakenthis !olaster Plan on hehalf of the local governments <br />aod the 01strict because of a determined nf'ed fo>"such aplan to pro videa <br />road map for the future. The forty mile study reach of the South Platte <br />River is entirely within the statutory boundaries of the District. <br /> <br />An important part of this Mast",r P1an study1s a gravel minIng study per- <br />~ormed for the reach ~rom 8asel ine Road to It"lterstate 270, near thl' con_ <br />fluet"lce of Sand Creek. The purpose of this study is to develop gravel <br />mining standards, criteria dnd guidelines which can be used by Adams County <br />in the administratioo of gravel mining operations. <br /> <br />Purpose <br />The purpose of the South Platte River Master Plan is toprovirleap laofor <br />optimization of th" uses of the South Platte River corridor. <br /> <br />The number one use of the South Platte River corridor is for flood control <br />and Mainage. It must continue to serve as the major drainageway for the <br />o.,,,ver'Il,etropolitanregion. This primary use has the senlorprescriptivc <br />right in the South Platte River corridor. The master plao is to provide a <br />floodpla1nmanagement ill an which can be 1mplemented over the cour se of the <br />next decade or two. <br />
