I submit for transmission to Congress the report of the <br />Board of Engineers for Rivers and Harbors, accompanied by the re- <br />ports of the District and Division Engineers, in partial response <br />to a resolution of the Committee on Commerce of the United States <br />Senate, adopted 30 September 19*2, and a resolution of the Committee <br />on Flood Control of the House of Representatives, United States, <br />adopted 2 July 19*3, concerning the advisability of flood control <br />improvements on the Arkansas River and its tributaries. This report <br />is confined to the consideration of flood problems at and in the <br />vicinity of Las Animas, Colorado. <br /> <br />2. The District and Division Engineers recommend improvement <br />of the Arkansas River at Las Animas, ColoradQ, and vicinity for <br />flood control by construction of a levee about 9.6 miles long on <br />the right bank beginning about 5-1/2 miles upstream from the city <br />and extending downstream to the mouth of the PurgatOire River, a <br />left banl<: levee extending about one mile upstream from the junction <br />of Colorado State Highway 19* and United States Highway 50, protec- <br />tive measures for the levee~ and interior drainage works. They <br />estimate the first cost at $1,725,000, of which $1,541,000 would be <br />the Federal cost for construction, and $184,000 would be the non- <br />Federal cost for lands, easements, rights-of-way, and alterations <br />to existing improvements, other than railroad bridges and approaches <br />in connection therewith, made necessary by construction of the project. <br />The annual Charges are estimated at $59,000, including $4,400 for <br />non-Federal operation and maintenance. Average annual benefits are <br />est~mated at $74,400. The benefit-cost ratio is 1.3. <br /> <br />3. The Board o;f Engineers for Rivers and Harbors concurs <br />generally in the views of the repqrting officers and recommends the <br />imprOVement subject tq local cooperation. <br /> <br />4.
