(Bud) SChauert~~ <br />Administrator <br />Federal Insurance A Istration <br /> <br />MEMORANDUM FOR: <br /> <br />r <br /> <br />l <br />l <br /> <br />The responsibility for implementing the mandatory flood insurance <br />purchase requirements contained in Sections 102(a) and 102(b) of <br />the Flood Disaster Protection Act of 1973, as amended, rests with <br />the Federal instrumentalities that supervise, approve, regulate <br />or insure banks, savings and loan associations, or similar <br />institutions, and with certain Federal agencies -- not with the <br />Federal Insurance Administration (FIA). However, to assist <br />lending institutions in their efforts to comply with such <br />requirements, FIA provides these extracts from recent editions of <br />the Code of Federal Regulations and other instructions and <br />guidance on flood insurance issued by the instrumentalities and <br />agencies. <br /> <br />The regulations and instructions are current as of the date of <br />preparation of this collection, November 1, 1990. Because they <br />are subject to change, we recommend that users contact the <br />appropriate instrumentality or agency directly for the most <br />recent guidance. <br /> <br />In some cases, the regulations may not have been revised to <br />reflect various organizational changes, yet they still represent <br />the instrumentality's or agency's requirements for flood <br />insurance. For example, rather than referring to the Federal <br />Emergency Management Agency as the agency responsible for the <br />National Flood Insurance Program (NFIP), the regulations may <br />contain outdated references to the Department of Housing and <br />Urban Development.
