Federal Emergency Management Agency
Washington, D.C. 20472

FROM:

Users of "Federal Regulations and Instru~t 0
on Flood Insurance Compliance \yof L:nders d
servicers" puA- ~

C.M. (Bud) SChauert~~
Administrator
Federal Insurance A Istration

MEMORANDUM FOR:

r

l
l

The responsibility for implementing the mandatory flood insurance
purchase requirements contained in Sections 102(a) and 102(b) of
the Flood Disaster Protection Act of 1973, as amended, rests with
the Federal instrumentalities that supervise, approve, regulate
or insure banks, savings and loan associations, or similar
institutions, and with certain Federal agencies -- not with the
Federal Insurance Administration (FIA). However, to assist
lending institutions in their efforts to comply with such
requirements, FIA provides these extracts from recent editions of
the Code of Federal Regulations and other instructions and
guidance on flood insurance issued by the instrumentalities and
agencies.

The regulations and instructions are current as of the date of
preparation of this collection, November 1, 1990. Because they
are subject to change, we recommend that users contact the
appropriate instrumentality or agency directly for the most
recent guidance.

In some cases, the regulations may not have been revised to
reflect various organizational changes, yet they still represent
the instrumentality's or agency's requirements for flood
insurance. For example, rather than referring to the Federal
Emergency Management Agency as the agency responsible for the
National Flood Insurance Program (NFIP), the regulations may
contain outdated references to the Department of Housing and
Urban Development. Also, the current servicing agent for the
NFIP and telephone numbers may not be accurately referenced.

General inquiries regarding flood insurance may be made to:

The National Flood Insurance Program
P.O. Box 619
Lanham, MD 20706-0619

Phone: 1-800-638-6620

Requests for interpretation of the regulations, instructions or
guidelines contained in this collection should be directed to the
issuing instrumentality or agency.
