This plan will help facilitate funding for future projects in the lower <br />Arkansas River Basin. <br /> <br />Section 4 <br />Zone Manaeement Systems <br /> <br />In developing a complete and methodological process for identifying flood hazards and evaluating results <br />of completed projects Bent County has divided the river into seven zones or segments from the west <br />county line to the BentIProwers County line. Each of these zones depicts various segments of the river <br />that will be evaluated by both the river steering committee and the county floodplain manager. Each <br />segment of the river is mapped from west to east and numbered one through seven in roman numerals. <br />The zone management system includes one full set of aerial photos with individual section maps available <br />through the county land use office upon request. (See Appendix C.) <br /> <br />Section 5 <br />Risk Determination Process and Hazard Identification Record <br /> <br />To determine risk and prioritize flood potential many parameters must be evaluated. In addition, a <br />consistent approach is imperative. The following is a list of parameters that must be evaluated to make an <br />accurate determination of risk to each segment or zone of the Arkansas and Purgatoire Rivers. <br /> <br />I. . Problem Statement <br /> <br />As the Arkansas and Purgatoire Rivers in Bent County is evaluated, records will be maintained of all <br />flood hazards and watershed issues identified. Records will include using flood hazard identification <br />reports, woe management maps, historic documentation of flooding and physical observation notes.(see <br />Appendix B) <br /> <br />DPAGE 070 <br />
