In a letter dated June II, 200 I, <br />Mr, Robert L. Plese, Jr., Floodplain Administrator, Pikes Peak Regional Building Department, requested <br />that FEMA evaluate the effects that the proposed Interstate Highway 25 (1-25) at Monument Interchange, <br />Phase One (proposed project), along Dirty Woman Creek would have on the flood hazard infonnation <br />shown on the effective FIRM and FIS report Along Dirty Woman Creek, the Special Flood Hazard Area <br />(SFHA), the area that would be inundated by the flood having I-percent chance of being equaled or <br />exceeded in any given year (base flood), is designated Zone AE, an SFHA where Base Flood Elevations <br />(BFEs) have been detennined. <br /> <br />The proposed project reach extends along Dirty Woman Creek from approximately 920 feet downstream <br />to approximately 750 feet upstream ofI-25, The proposed project along Dirty Woman Creek will <br />include: <br /> <br />. Construction of a welded steel girder bridge approximately 900 feet downstream of 1-25 <br />. Installation of two additional8-foot by 8-foot reinforced-concrete box culverts (RCBs) and <br />channelization adjacent to the existing single 8-foot by 8-foot RCB under 1-25 <br />. Replacement of the existing State Highway 105 (SHI05) bridge over Dirty Woman Creek with a <br />new bridge <br /> <br />All data required to complete our review of this request for a Conditional Letter of Map Revision <br />(CLOMR) were submitted with letters from Mr. Plese. Because this CLOMR evaluates the effects of a <br />federally sponsored flood-control project where 50 percent or more of the project costs are federally <br />funded, fees were not assessed for the review. <br /> <br />. <br /> <br />We reviewed the submitted data and the data used to prepare the effective FIRM for your community and <br />determined that the proposed project meets the minimum floodplain management criteria of the NFIP. <br />The submitted existing conditions HEC-2 hydraulic computer model, dated May 29,2001, based on <br />updated topographic infonnation, was used as the base conditions model in our review of the proposed <br />conditions model for this CLOMR request We believe that, if the proposed project is constructed as <br />
