<br />Population of Hayden increased from 400 in 1973 to 1,900 <br />in 1976 and 3,300 is the projected population for 1980. <br /> <br />II. PLANNING OBJECTIVES AND ALTERNATIVES <br /> <br />A. Sponsor Objectives <br /> <br />The sponsor objective is to provide flood protection for the <br />east portion of the Town of Hayden by (1) providing an adequate <br />outlet for surface water and (2) providing a spill system to <br />dump excess water from the Walker & Shelton irrigation ditches. <br />This objective fulfills the Colorado Big Country RC&D Project <br />objectives of protecting the natural resource base, providing <br />for a sound economic base and enhancing the quality of life. <br /> <br />B. Alternative Planning Considerations <br /> <br />On August 1, 1974, the Hayden Town Council studied many <br />proposa 1 s and, cons i de red the fo llowi ng a 1 ternat i ves: <br /> <br />1. To leave situation as is and do nothing. Damage <br />caused by flooding would continue nearly every <br />spring. <br /> <br />2. Install a new excavated ditch east of town to go <br />straight north to the river. This would not meet <br />the sponsors' objective of providing an outlet for <br />surface water within the town. <br /> <br />3. A combination of flood plain zoning and flood <br />proofing of the affected buildings. This altern- <br />ative would not meet the sponsors' objectives. <br />There is already considerable development in,the <br />area that zoning could not prevent. Much of the <br />damage occurs from poor drainage that affects <br />foundations, basements and etc., and flood proofing <br />would be impractical. <br /> <br />4. Enlarge the present floodway and its crossings at <br />its present location until it reaches a point north <br />of the grain elevator. Here; a new floodway going <br />to an old river channel could be constructed. With <br />a small amount of earthwork, the old river channel <br />will carry the flood water to the river. The esti- <br />mated construction cost is $98,700. The Hayden Town <br />Council selected this plan and Appendix A displays <br />the effects of this alternative in terms of the <br />national and regional economic development, environ- <br />mental quality and social well-being on the community. <br /> <br />3 <br />
