Adams County is expected to complete its selection of a best
altemative by mid-August. Enclosed with this letter is "Little Dry
Creek (Adco) Phase B Selected Plan ," dated August 1, 1978. The selected
plan will serve as your detailed direction for completing the Phase B
portion of the study. However, the part of the selected plan covering
Adams County has not been approved by the County Commissioners; therefore,
the preliminary design shall not be started for Little Dry Creek through
Adams County until you are instructed to do so.

Per our agreement, you have 90 calendar days to complete the Phase B
study. This schedule requires submittal to the District of a draft Phase B
report by November 3, 1978. Should the altemative selection in Adams
County be delayed past the end of August, we may need to negotiate a new
submittal date. The final Phase B report shall be a single-volume format
as outlined in my memo of September 12, 1977. If you wish, I will be glad
to discuss with you the report format and show you examples of other
recently completed Phase B reports.

I suggest scheduling several progress meetings at key milestones
in the project.

Sincerely,

~~~
Ben Urbonas, P.E.
Chief, Master Pl anning Program
BRU: tom
Enclosure
cc: Jim Root, Tom Small, John Kemp, Les Wood
