<br />In accordance with our agreement, Number 77-4.2, we have completed the
<br />Phase "B" portion of the Master Planning Study and are pleased to submit the Phase
<br />"B" report, Major Drainageway Planning - Little Dry Creek (Adco), which Is attached.
<br />Preceding this Is the Flood Hazard Area Delineation Report, published In June 1978,
<br />whiCh Identifies the existing flood hazards on Little Dry Creek, and the Major
<br />Drainageway Planning - Phase "An report, published In Arpil 1978, which Identifies
<br />and examines alternative flood control plans and recommends one as being the overall
<br />best for preliminary engineering and Implementation. This report outlines the flood
<br />control plan selected from the Phase "An study by the sponsors, establishes
<br />preliminary designs and criteria to be carried Into Implementation of the plan, and
<br />concludes the work as set forth under our agreement.

<br />The flood control plan for Little Dry Creek, as outllne<t herein, Is a combination
<br />of specific structural and channel Improvements and a continued program of flood-
<br />plain management, regulation, and mainatenance. The reach of the channel from
<br />Clear Creek to West 69th Avenue In Adams County Is designed for a 25-year event,
<br />but the freeboard on the channel sections will eontaln greater floods and reduce the
<br />10o-year flood plain substantially. FrOm West 69th Avenue to Winona Street In
<br />Westminster, channel sections are designed for the 10-year event, but also effectively
<br />reduce the 100-year flood plain. Structure and channel Improvements In all other
<br />reaches of Little Dry Creek are designed for the 10o-year event.
<br />
<br />In addition to flood control, the plan outlined herein Includes multiple-purpose
<br />utilization of detention facilities and channel Improvements. Many parks Improve-
<br />ments already existed 1ft and near flood control feclllties and It Is proposed to expand
<br />upon the parks and recreation opportunities present within the basin. Water quality Is
<br />also addressed In the plan In a general overview.
<br />
<br />The total cost of the structural and channel Improvements outlined by this plan
<br />Is estimated to be $9,860,900.00, the bulk of which falls In Adams County end
<br />Westminster. ThIs Includes structural and channel Improvements, street Improve-
<br />ments, utility relocations, R-Q-W acquisition, engineering costs, legal &: adminis-
<br />trative costs, contingency, and the present worth of 50-years of operation and
<br />maintenance. These costs are broken down In the report by reach, jurisdiction, and
<br />are Illustrated by sheet In the Drawings.
