It is intended for use in determining peak flows for the <br />design of conservation measures and for estimating effects of land use <br />changes and structural measures on peak rates of discharge. More detailed <br />procedures are available in Soil Conservation Service National Engineering <br />Handbook, Sect ion 4 - "Hydrology".
