The proposed drainageway improvements need to the <br /> <br /> <br />responsibility of the developer at the time of construction of new development, <br /> <br /> <br />The dedication of the right-of-way prior to development will ensure to the City <br /> <br /> <br />of Lafayette and Boulder County the necessary drainage easements to provide <br /> <br />drainage improvements and to limit flooding damages. <br /> <br />Since the total prOject costs represent the construction of all of the proposed <br />drainageway facilities, it is necessary to prioritize the schedule of <br />construction to best implement the total basinwide plan in an orderly fashion. <br />It should be pointed out that the stages of construction proposed herein are <br />recommended based upon an assessment of existing and ongoing development trends <br />within the Lafayette basin, and may not correspond to future drainageway <br />development pressures. It is therefore important that the urban drainage <br />planning and plan implementation which will take place in the future be <br />accomplished by an orderly and consistant land development process and be the <br />responsibility of the new developments, The planning and design procedures, as <br />contained in the Storm Drainage Design and Technical Criteria for the City of <br />Lafayette and Surrounding Boulder County, outline a basic set of design criteria <br />for all types of future land development and if adhered to, wi 11 hel p to ensure <br />an orderly implementation of the major drainageway system proposed by this <br />Phase B study. The land development process must recognize that the major <br />drainageway plan can only be effective for future development in Lafayette if <br />local storm drainage systems conform to the necessary criteria which the major <br />drainage system was based upon. <br /> <br />Flooding along Major Drainageway 3 has been reported. For this reason it is <br />recommended that Drainageway 3 be constructed as early as funding will permit to <br />alleviate this flooding problem, This will provide an immediate solution to the <br />problem of debris buildup and shallow flooding which presently can occur in this <br />basin. <br /> <br />Also, due to the rapid development in Major Basin 2, it is suggested that the <br />lO-year culverts under the Chicago, Burlington and Quincy Railroad tracks and <br />Wel d County Road be constructed at the profil e grades shown on the profil e <br />drawings. Due to the height of the existing embankment, a large pending area <br />will result due to an inadequate culvert size if stormflows are conveyed to this <br />point by Drainageway 2. <br /> <br />The following stages of the construction are summarized below: <br /> <br />The expenditures for the two high priority improvements including engineering, <br /> <br /> <br />contingencies, legal, fiscal and administrative costs under the Stage 1 <br /> <br /> <br />construction program are estimated as follows: <br /> <br />Stage 1 <br /> <br />The primary part of the Stage 1 portion of construction would be the acquisition <br /> <br /> <br />of all necessary drainage rights-of-way by the City of Lafayette and Boulder <br /> <br /> <br />County. The privately owned lands needed for the drainageway facilities should <br /> <br /> <br />be dedicated to the City. of Lafayette or Boulder County at the time of platting <br /> <br />26 <br /> <br />27 <br />
